It’s a unique topic and mostly people deny from this that rules give birth to corruption but there are some facts and rules that rise corruption but it depends on a situation.
We say that rules are make for our safety means but suppose if a person receives a bullet and then he goes to hospital, he is bleeding but the doctor says we can’t operate you until the police comes. So, what he has to do in this situation, should he wait for the police or not? He will never wait for the police and try to do something from which doctor agree on doing his operation. He will definitely give him a bribe so that the doctor agrees for operation. So, for what reason corruption arises because of this rule that doctor won’t operate any patient who receives a bullet until the police come, whether a person dies with pain. Here we say that why will doctor take bribe. He takes bribe because if he doesn’t operate patient then he will die and then there will be nothing left except a grief.
Second rule is that we stop on traffic signal because if no one stops then everyone drives in his own way and there are also chances of accident that’s why there are traffic signals and people have to stop on it and follow this rule but suppose if you have son or daughter and she has kidnapped, you go to the police station to cut out the FIR but the officer says that I will not cut the FIR until kidnapping has taken 24 hours. Now, you have 24 hours then tell me will you the rules in such a tense condition.
I don’t mean to say that all rules give rise to corruption but there are some rules which are responsible for corruption and the government should ponder over such rules.
